a) non-compliance with law 9 January 2004, n. 4.
Some site content is not currently accessible to all people, particularly users with visual or motor disabilities. Known critical issues include:

• 1.1.1 – Non-text Content: Some visual content and images do not provide accessible alternative text descriptions.
• 1.3.1 – Info and Relationships: The structure and relationships between content are not always correctly interpreted by assistive technologies.
• 1.3.5 – Identify Input Purpose: Some input fields do not programmatically communicate the type of information requested, limiting support for autofill.
• 1.4.1 – Use of Color: Some information is conveyed exclusively through color, making it difficult for some users to perceive.
• 1.4.3 – Contrast (Minimum): The contrast between text and background does not always ensure comfortable readability.

• 3.2.2 – On Input: Changes to a field or control may trigger automatic context changes that are unexpected or not clearly communicated to the user.
• 3.3.2 – Labels or Instructions: Some fields and controls do not provide sufficiently clear labels or instructions to facilitate completion.
• 4.1.1 – Parsing: The code is not always properly structured and may cause interpretation errors for assistive technologies.
• 4.1.2 – Name, Role, Value: Some interactive elements do not correctly expose their name, role, state, or value to screen readers.

These issues have already been identified and will be addressed in upcoming site updates

b) disproportionate burden
Some corrective interventions, particularly those relating to the complete revision of PDF documents and code restructuring to ensure full semantic compliance, would involve a disproportionate technical and economic burden compared to currently available resources. For this reason, such activities will be planned gradually and progressively, initially prioritizing corrections with the most direct impact on the experience of users with disabilities.
